High-complexity facilities can only achieve their expected performance when quality is planned, controlled, and validated from the earliest stages of development. The Commissioning Process provides the structured methodology required to establish quality control mechanisms and verify that each system, piece of equipment, and installation fully meets the Owner’s requirements throughout the entire project delivery lifecycle.
Far beyond performing tests at the end of construction, Commissioning is a structured process that begins during the planning, conceptual design, and design phases; supports the procurement of contractors and specialized service providers; follows construction and system installation; validates inspections and qualification activities; witnesses functional and performance testing; coordinates integrated systems testing; and continues through building handover, occupancy, and the start of operations.
With more than two decades of experience in structuring and managing commissioning processes for commercial, industrial, healthcare, and mission-critical facilities, A&F Partners Consulting provides independent, multidisciplinary commissioning management, ensuring that each stage of the project is conducted in accordance with previously established technical standards and aligned with the Owner’s requirements and expectations.
Our involvement begins with the identification and definition of the Owner’s needs, expectations, and strategic objectives, supporting the development of the Owner’s Project Requirements (OPR) and Basis of Design (BOD), which establish the technical foundation and reference criteria for the subsequent stages of the project.
Based on these requirements, we conduct comprehensive design reviews (Peer Reviews) to identify improvement opportunities, technical inconsistencies, operational risks, and issues related to operation, maintainability, reliability, energy efficiency, and the future performance of the facility and its systems.
We also develop and structure the Commissioning Plan, defining responsibilities, acceptance criteria, traceability matrices, schedules, technical documentation requirements, inspection protocols, qualification procedures, testing sequences, interdisciplinary integration requirements, and the quality control mechanisms required throughout each stage of project delivery.
During construction, we monitor and validate qualification, inspection, and testing activities, providing technical coordination among the specialized companies responsible for the various building systems — including electrical power systems, HVAC-R, plumbing and sanitary systems, fire protection and life safety systems, building automation, electronic systems, and architectural and building elements — ensuring that previously established protocols and acceptance criteria are properly followed.
Our work includes the supervision and validation of compliance inspections, functional testing, performance testing, and Integrated Systems Testing (IST), providing evidence that the facility and its systems are delivered fully operational, safe, reliable, efficient, and capable of meeting the Owner’s originally established requirements.
Rather than simply verifying individual equipment or witnessing isolated tests, A&F Partners Consulting manages the entire Commissioning Process as a comprehensive quality assurance, risk mitigation, and performance verification framework, promoting effective integration among designers, contractors, installation companies, equipment suppliers, specialized commissioning providers, operators, and end users.
The result is a facility delivered with greater operational reliability, fewer non-conformities, reduced rework, improved operability and maintainability, and greater protection of the Owner’s investment.
